setup-soldr: cook-cache-base spent 32s compressing a 913.7 MiB archive then lost the cache reservation race for key=cook-base-v2-windows-x64-msvc-rustc1.95.0-fnone-l93b131873e2143c3-soldrv0.7.51. That wall-clock was burned — see setup-soldr#268 for the fix-A (reserve key BEFORE compressing) tracking issue.
