setup-soldr: cook-cache-base spent 55s compressing a 423.5 MiB archive then lost the cache reservation race for key=cook-base-v2-macos-x64-darwin-rustc1.95.0-fnone-l19ea04b24bc6030b-soldrv0.7.51. That wall-clock was burned — see setup-soldr#268 for the fix-A (reserve key BEFORE compressing) tracking issue.

setup-soldr: target/ already has compiled artifacts (from `soldr cook`). target-cache is disabled, so this is the current run's own output and is expected - no action needed. (Enable target-cache and you'd get the stale-rust-plan warning instead.)
