Phase 1 resource support

This includes everything discussed in #21 that is not included in phase 2, such as:

• Registration of resources directly with the framework_graph object
• The ability to register single-token and unlimited-access resources
• The ability to specify resource dependencies in registration stanzas via phlex::resource<T>{} markers
