Subject: [PATCH] Add review record and bindings checks caller (Nexus-new#2385)

Calls the reusable Sibling merge checks workflow from James3014/Nexus-new main,
which publishes "Review record present (advisory)" and "Bindings preflight
(default branch)" on PRs to main.

Closes #527.
