[Feature]: Differentiate out-of-scope neighbors with monochromatic map styling

-For web- (Toggle?) Differentiate neighbors outside of boundary/scope as a different color to reduce clutter shown on region map. Stil show all heard neighbors but maybe drop to monochromatic?

Good idea, the neighbor zones can get busy. I could fade the out-of-scope ones so your own region stands out, probably behind a toggle. Adding it to the list.
