Description

You cannot play a listen server for more than two minutes when Steam is offline.

To Reproduce

• Go offline in Steam.
• Create a listen server (Create Server)
• Start playing
• Observe error after two minutes of play.

Expected behavior

• Be able to play a game with bots on a local Listen Server (Create Server option) for more than two minutes without getting kicked for not being connected to Steam.

Actual behavior

• Kicked from listen server after two minutes of play.

Players can get around this authentication kick by enabling sv_lan 1.

That said, not many new players will know that's the resolution, so the proof of concept #2103 is intended to enable sv_lan for the player if Steam is detected to be offline.

This first draft is probably not the most ideal UX, but my concern revolves around setting sv_lan without the user knowing, and thus getting confused in specific debugging situations.
