Subject: [PATCH] docs(sandbox): install Orca plugin by git URL

The plugin now ships as its own repo, createos-orca-plugin, with the
manifest at the clone root. Orca's git-URL installer accepts it, so the
Dev Paths clone workaround is gone.

Replace orcaPluginRepoURL and orcaPluginPkgPath with one pinned git URL,
rewrite the setup help text to the four remaining steps, and drop the
paragraph that said git-URL install does not work.
