Subject: [PATCH] chore: point ramp-protocol.org and the README at FORA

The site now serves one static page that says the protocol is renamed and
links to fora-protocol.org. It reuses the old landing page fonts and
background so the page still looks like the site it replaces. Amplify
publishes that folder directly and runs no build, so the Astro source stays
in the repo but stops deploying.

The README gets the same note at the top, and both documentation links move
to the new domain.
