Subject: [PATCH] ci: pin nightly toolchain for clippy and fmt

Unpinned nightly rustfmt started re-wrapping comments, failing every PR
without a code change. Pin to nightly-2026-02-11 (same as rs-relay);
the tree is already clean against it.
