Subject: [PATCH 1/2] ci: pin nightly toolchain for clippy and fmt

Unpinned nightly rustfmt started re-wrapping comments, failing every PR
without a code change. Pin to nightly-2026-02-11 (same as rs-relay);
the tree is already clean against it.

Subject: [PATCH 2/2] ci: run CI on workflow changes

Branch protection requires the ci jobs, but ci ignored .github/** so
any workflow-only PR could never satisfy them (e.g. #35).
