release: publish v0.9.0 application-grade CV workflow evidence

Outcome

Release the completed application-grade CV workflow after the v0.7 drafting and v0.8 review/readiness increments have been integrated and v0.9 parity evidence satisfies the program exit.

Scope

• Record the final program exit status and private/sanitized evaluation boundary.
• Publish release notes, manifests, checksums, SBOM, supported-platform results, package-size report, known limitations, and rollback guidance.
• Link the workflow-parity evaluation and unresolved risks.
• Update the living roadmap to the next evidence-backed stage.

Acceptance criteria

• Every v0.9 milestone issue is closed or explicitly deferred with rationale.
• The workflow-parity evaluation satisfies the application-grade exit criterion.
• Linux, macOS, and Windows artifacts pass the release acceptance matrix.
• Release assets and checksums are reproducible and traceable to the commit.
• The roadmap records the release and next decision.
