move containers-policy.json to /usr

Podman 6.0 supports this, we should be using it.

We should probably implement a testing tag for this repo because of this alone, as it can absolutely screw us over if done wrong.

It doesn't need to be fancy, just the couple changes we can't push to f44 based images yet and we regularly merge the branches.
