Add a concise // Package github ... / // Package gitutil ... summary describing each package’s responsibility, ideally as a doc.go.

Expected Impact

Two more core packages become documented in godoc, improving onboarding and discoverability. Moves package-doc coverage above the current 25% (7/28).
