GitHub Release race and formatting issues

Looks like there are a couple issues with release workflow:

• Emails about releases from GitHub does not contains release notes, probably a race somewhere (release is created without changelog and then updated?).
• Release notes since 2.2.1 are shown in plain text instead of markdown.
