Subject: [PATCH] bump golangci-lint to v2.14.0 for Go 1.27.2 export data

Go 1.27.2 backported unified V5 export data. golangci-lint v2.13.2
bundles golang.org/x/tools v0.49.0, which only decodes up to V4, so the
1.27.x matrix leg fails typecheck with "export data version 5 is greater
than maximum supported version 4". v2.14.0 bundles x/tools v0.50.0,
which supports V5.
