Graceful exit for version mismatch

Currently if there is a version mismatch ex:

you have symcrypt 103.1 on your machine but check out a future version that has bindings for 103.4 you will error out with a segfault.

Code should instead gracefully exit and alert the user to update their version and to read the documentation.

On some linux distros the segfault may cause a quiet exit with no indication of what went wrong.

To fix, we would likley need to add a SymCrypt API that exports the major/minor version so that rust-symcrypt can check before calling SymCryptInit()

Update 05/11/2026, a SymCryptInitEx has been pushed to SymCrypt repo, when they bump the version, rust-symcrypt can pick up the change.
