Adding symcrypt lib to winget/brew

Right now linux is pretty easy to automate setup, however windows requires manual steps, and I'm not sure if macos is supported at all.

Are there any plans to expand the platform support further?

Understandable that Windows is in a tricky spot. We're working internally to resolve this and make usage more ergonomic. w.r.t MacOS, support is its on our roadmap but very far on the backlog.
