Nondeterministic test failures

I've seen some one-off dendrite test failures locally. Unclear if that's environment related, flakiness, or a genuine issue. But it's worthwhile keeping an eye on these and making time to investigate if patterns arise:

• chaos tests:
  • test_port_settings_txn_sweep: I've seen this once and been unable to reproduce. Which is fair since it uses rng.
• tofino_asic tests:
  • There was one here I forgot to write down. Although I do wonder if this one was related to simulator performance.
