Subject: [PATCH] ci: use techcode-io/github-actions proxies

Install Rust with setup-rust instead of dtolnay/rust-toolchain@stable,
using its pinned toolchain, and key the cargo cache on its cachekey
output. Replace the local setup-github-bot action with the shared one.
