docs(tracker): project-tracker runbook does not cover GitHub Project 28 #526

runbooks/project-tracker.md documents Linear only. It never mentions the organization GitHub Project 28 "Z-shell Delivery", so the board that actually holds the delivery workflow has no runbook owner.

The gap

The workflow for Project 28 exists solely in the project readme, which is not a reviewable file in any repository, is not routed by .github/instruction-surfaces.json, and is not covered by the instruction-update process. The readme also links runbooks/sub-issues.md, which does not yet exist on main; #521 tracks creating it.

Three competing priority signals

There is currently no recorded answer to which one wins:

  1. the priority:high label in lib/labels.yml, carried by five issues;
  2. the Priority field on Project 28, populated on 2026-08-19;
  3. Linear priority, where for example ZSH-31 sits in Backlog at "No priority" while mirroring .github#513.

A reader reconciling these today has to guess.

Proposed work

  • Extend runbooks/project-tracker.md to cover Project 28 alongside Linear, including which work lands on which and how the two relate.
  • Record which priority signal is authoritative, in the runbook or in decisions/ if it warrants an ADR.
  • Move the Project 28 workflow description out of the project readme and into the runbook, leaving the readme to link it.
