String: substr

"Mozilla".substr(2, 3) - length characters from start, a negative start counting from the end -
was missing ("Can't resolve property 'substr'"), on string and on the String wrapper
(docs/not_impl/not_impl27.ts in the compiler repo).

Test: tests/string_substr.ts.

Compiler

Needs no compiler change. Companion: ASDAlexander77/TypeScriptCompiler#718 (not_impl quick wins).

Verification

tests.ps1 Release, built with #718's compiler: gc 176/176, rc 175/176 (1 skipped), none 175/176
(1 skipped), own 165/176 (11 skipped) - all pass. Debug not run locally.
