ogar-encryption, ogar-auth: track the password-hashes fork's master for argon2

Follow-up to #308. ogar-encryption and ogar-auth pinned argon2 to AdaWorldAPI/password-hashes branch claude/argon2-ndarray-simd. That PR (password-hashes#1) is merged, so both now use branch = "master". The features are unchanged: ndarray-simd on both, plus password-hash on ogar-auth.

Resolves to password-hashes f3c19aa. Until password-hashes#2 merges, that commit still points ndarray at the merged #331 branch. #2 moves it to ndarray master, and this PR needs no change for that.

Verified locally: ogar-auth 19 passed; ogar-encryption 18 passed, 1 ignored.
