Adds a source YAML card for REA in the existing security, debug, and mcp categories. The card describes artifact inspection and structured evidence rather than an autonomous coding agent.

Operational details include the rea / rea-agents binaries, --version detection, native-provider prerequisites, and the distinction between static inspection and annotation/runtime commands. The high-risk classification covers the complete command surface: setup can install Hopper or write configuration, annotation commands can write metadata, and runtime operations can execute code, inspect processes, or access the network. These effects are not attributed to every static inspection command.

Validation: registry lint and deterministic README generation passed; generated README changes are excluded as required by the PR workflow. Public homepage, CLI guide, authored Skill, and installation links were checked. The published 6.1.0 package completed a non-TTY Electron directory analysis through both CLI JSON and stdio MCP. No new native-provider verification was performed.

I maintain REA. Duplicate and whitespace checks pass.
