[Question]-Issue: Named Values not overridden via configuration.prod.yaml in APIOps Publisher

Description :-
I am using APIOps to promote APIs from a Dev APIM instance to a Prod APIM instance across different resource groups (same tenant).
While backends are correctly overridden using configuration.prod.yaml, named values are NOT getting overridden and retain Dev values in Prod.

Environment :-

APIOps Version: v7.0.0-alpha.3.0.1
APIM Instances:
- Dev: dev-apim-instance
- Prod: prod-apim-instance
  Both resource groups have proper Contributor access via service connections

Setup / Workflow

API Onboarding in Dev APIM

APIs are created manually in Dev APIM
Web service URL is NOT added in API settings
Instead:
- A Named Value is created -> "agify-url = https://agify.io"
- API Policy uses: ->

For another API:
- Backend created -> gender-url = https://genderize.io
- Policy ->

After running extractor pipeline:

I think something broke your formatting, and I can't really parse your configuration. Regardless, named value overrides are supported. Couple of things to check:

Here is a sample configuration file that shows named value overrides.
When overriding your named value, make sure you specify the named value name, not the display name. You can find your named value name in artifacts/named values/{your-named-value-name}.

I have revalidated the configuration multiple times based on your suggestions.

What I have verified -

The named value name used in configuration.prod.yaml matches exactly with:

Dev APIM named value name
Extracted artifact under artifacts/named values/{name}
I am not using displayName incorrectly — I am using the correct name field
YAML structure and indentation are correct (validated multiple times)
The publisher pipeline is definitely reading configuration.prod.yaml, because:

Backends are getting overridden successfully
Only named values are not getting overridden

Additional Context -

I am using Azure DevOps pipelines with a GitHub repository
Flow:

Extractor → pushes artifacts to GitHub
Publisher → reads from GitHub repo and deploys to Prod APIM

Could you please confirm:

Is there any limitation or known issue when using Azure DevOps + GitHub together with APIOps?
Does named value override behave differently in this setup?

Current Observation -

Backend override → working
Named value override → not working
Same configuration file used for both

Additional Clarifications Needed -

It would really help if you can guide on the following:

Are there any additional flags/env variables required for namedValues override in v7?
Does APIOps require named values to be:

marked as secret/non-secret explicitly?
present/not present in target APIM before override?
Does publisher only create named values but not update existing ones?
Any known issues with v7.0.0-alpha.3.0.1 related to named values?
Should named values be managed separately (outside APIOps) as best practice?

Important Note -
As a workaround, I had to add a custom Azure CLI step to update named values after publisher execution, which works correctly.

This suggests:

Issue is likely with APIOps publisher behavior, not permissions or configuration.
