   @tg359 to test out UV implementation

   Main aim is to not break anything and make it as if everything is the same, including all current code as-is.

   Additional aims are to...

   • include git-hooks for auto-formatting/linting pre commit (safely, without touching anything it shouldn't!)
   • include a suite of tests
   • Add *.ps1 scripts for general tasks (generating documentation, running tests).
