feat(enterprise): add active-query management commands

Context

Arc Enterprise can list active and historical queries, inspect a query, and cancel a running query through /api/v1/queries/*. arcli currently runs queries but cannot inspect or manage query activity.

Scope

Add a command tree such as arcli queries covering:

• active
• history, including --limit
• show
• cancel

Acceptance criteria

• All four query-management endpoints are represented
• Active/history output includes the useful identity, status, timing, and SQL fields
• List output supports table, JSON, and CSV; show supports table and JSON
• Cancellation prompts and supports --yes
• Query ids and limits are validated before making a request
• Enterprise-license, admin-permission, not-found, and already-finished responses remain distinguishable
• Typed client and command tests cover success and error paths
• README/help and release notes document the commands
