Track complete Arc Enterprise administration coverage in arcli

Context

arcli is no longer missing Arc Enterprise entirely. Cluster inspection and node removal shipped in PR #6, backup/restore is covered, and the existing query, write, retention, continuous-query, compaction, and token commands work against Enterprise deployments.

The remaining gap is Enterprise administration API parity. This issue tracks the focused deliverables instead of treating Enterprise support as one all-or-nothing feature.

Out of scope

• Editing Arc server configuration files or bootstrapping cluster members; arcli config intentionally manages client connection profiles
• APIs that are server-side stubs, such as compaction jobs
• Features that Arc itself has not exposed through a stable HTTP API

MQTT is not Enterprise-only, but it is tracked here because it is part of the same missing operator-administration surface.

Definition of done

• All child coverage issues are complete or explicitly declined with rationale
• arcli --help makes the Enterprise administration surface discoverable
• OSS and unlicensed-server behavior remains clear and scriptable
• The README and docs describe the actual Enterprise coverage without a blanket unsupported claim
