docs(arc-enterprise): list the cluster local-delete gauge - #88

Arc #958 adds arc_cluster_local_delete_pending: manifest deletes a per-node-storage cluster node has been told about and has not yet unlinked locally. It returns to zero within a grace period of every burst; a value that keeps climbing means the delete workers are not keeping up with retention or a compaction backlog. Add it to the Cluster state block.
