Free-time invitations could repeat after a restart, while a silent response could suppress every remaining opportunity that day. Reserve each opportunity durably before model spend, share the reservation across both trigger lanes, and guard overlapping handlers. Silence ends the block and the next configured opportunity remains eligible hours later.

Set the default block budget to one turn, preserving the ordinary agent tool loop within that turn. This builds on the merged identity-aware chooser correction.

Validation: 125 focused scheduler, chooser, production-wiring and configuration tests passed. Exact-head local gate passed, including 19,234 unit tests, 850 integration tests, lint, type checks, configuration contracts and repository hygiene.

Change-budget exception

Focused correction to free-time opportunity cadence and the one-invitation default; adding unrelated work would delay a ready scheduler fix.
