Release: run every CI lane (PostgreSQL 16 and 18, both smoke modes, the EF float legs) before publishing #342

Problem

release.yml's Verify and pack job runs dotnet test with the default integration image, so it covers PostgreSQL 16 only. It runs the consumer smoke test only against dist, and on release/10.x it runs none of the EF Core float legs (newest-patch). It relies on every commit on the branch having passed the PR checks: PostgreSQL 18, the own-feed smoke mode and the float legs.

That holds today only because every PR runs every job. It stops holding once any PR job can be skipped (#341, #345). It also does not hold for a tag placed on a commit whose push run failed.

Change

  • dotnet.yml gains on: workflow_call.
  • release.yml gains ci: uses: ./.github/workflows/dotnet.yml, and verify needs it, so a tag publishes only after every lane has passed on that exact commit.
  • The called workflow's concurrency group must differ from release-${{ github.ref }}, or the two deadlock.
  • verify keeps its own checks: tag/version match, pack, smoke test against dist, SBOMs.

Done when

A dry-run release on main and on release/10.x runs PostgreSQL 16 and 18, both smoke modes and, on 10.x, the EF float legs before Publish. A seeded failing integration leg stops the dry run before Publish.
