Closes #461

Problem

Since about 19:00 UTC, the docs workflow's Build (10.x) leg fails at "Setup .NET (release/10.x)" on every PR into main. It reads release/10.x's global.json, which asks for 10.0.100 with latestFeature, so actions/setup-dotnet resolves "latest 10.0" through an aka.ms link, and that link now redirects to dotnetorigin.blob.core.windows.net, which answers HTTP 409 for every version, 10.0.402 included. It blocks #453, #455, #456 and #457, and every docs publish from main.

Change

docs.yml's Setup .NET (release/10.x) step asks for dotnet-version: 10.0.402. Only the 10.x leg runs that step. With an exact version, the install script downloads from its primary link on builds.dotnet.microsoft.com, which answers 200. That's how main's exact RC2 pin keeps working. 10.0.402 is the SDK the last green release/10.x run used. global.json is unchanged, so local builds aren't affected. Remove the pin once aka.ms resolves to a working host again (#461 says so).

release/10.x's own workflows get the same pin in #462.

Tests

This PR's own CI is the check: it runs the changed workflow, so its "Setup .NET" steps install 10.0.402 and the 10.x site builds as before.

The Build (10.x) leg resolved "latest 10.0" from release/10.x's global.json through an
aka.ms link that now redirects to a host answering 409. An exact version downloads
from builds.dotnet.microsoft.com.
