Claude now loads frontend/AGENTS.md: reconcile two Codex-only phrasings and the region-rule registry

Follow-up from the fresh-context review of #2776 (which made frontend/AGENTS.md load into Claude sessions via frontend/CLAUDE.md). None of these blocked the merge; all are MEDIUM/LOW consistency items.

1. frontend/AGENTS.md:12 says "fallback to GitHub MCP search_code". GitHub MCP is deliberately absent from Claude's .mcp.json; docs/MCP_TOOLING_GUIDE.md:94 records the Claude form (gh search code). Reword so both runtimes read a correct fallback.
2. Root CLAUDE.md:40 states AGENTS.md is not auto-loaded by Claude. True for the root file, now false for frontend/AGENTS.md. Qualify the sentence.
3. CLAUDE.md:25-26 region-rule list and .claude/skills/taskdeck-frontend-workspace-slice/SKILL.md:13 do not mention the new frontend/CLAUDE.md adapter.
4. frontend/AGENTS.md:13 CI-parity command has no working directory; only the line-15 heading supplies frontend/taskdeck-web. Add the cd like root CLAUDE.md:60-61.

Evidence: the import resolves relative to the importing file — a fresh claude -p session in frontend/ quoted the scoped rule and named frontend/AGENTS.md as its source (see #2776).
