Correct assignment planning and hosting recovery references

Planning documents still described assignment/import delivery as parked, and the private-hosting follow-up described backup/restore commands as missing. Record the merged assignment contract and use the existing packaged recovery commands when preparing a future Render restore drill.

This changes three reference documents. Estimate qualification, device/QA acceptance, private-origin protections, cost/capacity decisions and hosting activation remain separate. No runtime behavior, human checkbox or deployment setting changes.

Verified: documentation links, GitHub operations governance, documentation governance and git diff --check pass at df8fb6c6012f13cb711b1b9041864aa9488c3119. No runtime suite or restore drill was performed for this documentation correction.
