Adds a TypeScript React/TanStack Query checklist UI backed by PostgREST invoker RPCs and PostgreSQL RLS. Operators start a versioned template and retain notes as they complete steps; scoped row locks coordinate concurrent writes, retained request UUIDs make retries repeat-safe, and completion insertion and counters commit atomically. Decimal string IDs remain exact beyond JavaScript’s safe integer range.
The UI keeps tokens only in memory, creates a fresh QueryClient per connection, waits for confirmed/refetched step states, and preserves the exact ambiguous action for retry. The README provides the dedicated Cloud/bootstrap/role/TLS and local preview setup, trust limits, cleanup, and native verification commands. Adds scoped CI for locked build, formatting, token units and verified PostgREST release installation.
Validation: native ARM64 clean locked UI build/typecheck and four token units; nine distinct actual Cloud HTTP cases across an initial 6/8 run, corrected contention 2/2 and added input 1/1; two actual PostgREST TLS controls; browser commit/retry/cache-isolation/expiry and desktop/mobile workflow; real PostgREST replacement with exact saved run, all completion data and retained results. Initial helper failures remain in private evidence. Dependencies and fixtures are excluded from this PR.
