Adds a C#/Blazor Interactive Server capacity board for one trusted local synthetic sprint. Editors change a complete allocation against their displayed revision, see committed and draft totals separately, and preserve stale form values until explicit reload. No authentication or tenant isolation is implied.

Dapper commands use one operation-scoped Npgsql connection/transaction. Parent locking coordinates complete child replacement, revision and retained UUID result; COMMIT is awaited before saved UI. Exact retries return their original snapshot, including at the 25-save limit. Uncertain saves pause editing and retain the original request. Explicit role/migration/seed steps, VerifyFull, bounds and the direct shared-role workflow-bypass limit are documented.

Native Ubuntu 24.04 ARM64 validation: locked .NET 10.0.401 restore, formatter, Release publish, four domain groups and compiled listener/Host/Origin/SIGTERM preflight. Seven real Cloud groups passed, including typed UUID/int/null/UTC mappings, second-child and deferred COMMIT rollback/recovery, independently observed contention, all 25 saves/replay, grants/constraints and certificate-specific negative/positive controls. Seven distinct real browser groups passed across preserved main and targeted layout runs: two stale circuits, input/overcapacity, Origin/antiforgery, actual COMMIT-held pending UI, uncertain original retry, confirmed old exit before restart, and desktop/mobile 20-item bounds. Earlier setup/harness failures are retained locally.

The owned Cloud fixture was deleted and its absence confirmed. CI uses no Cloud secrets. Companion article, detailed evidence and screenshots stay local for review; no article publication or root index change.
