CI: setuptools 84.1.0 with regenerated release hashes - #421

Dependabot #419 bumps the constraint only; the release build installs .github/ci/release-requirements.txt with --require-hashes, which still pinned 84.0.0. Both files now name 84.1.0; the hashes come from hashed_requirements.py (PyPI digests, release older than 7 days).

.github/ci/constraints-ci.txt: setuptools 84.0.0 → 84.1.0 (as Bump setuptools from 84.0.0 to 84.1.0 in /.github/ci #419)..github/ci/release-requirements.txt: regenerated withhashed_requirements.py. The release build installs this file with--require-hashes, and Bump setuptools from 84.0.0 to 84.1.0 in /.github/ci #419 left it at 84.0.0. The constraint and the build would then have named different versions.The hashes are the PyPI digests of 84.1.0 (sdist and wheel). The release is older than the 7-day cooldown.
