Adopt schema-validated structured record reviews

Summary

• Adopt CLAW's shared LinkML record-review schema, strict saver/validator, output
  protocol and behavioral tests.
• Save schema-validated, immutable timestamped YAML/Markdown review bundles while
  preserving native ecological/evidence rubrics, P1-P4 findings and both scores.
• Register generic and native assessment routes; keep diagnostic scans and
  provider drafts distinct from final assessed reviews.
• Enforce the review contract and append-only report history against trusted CI
  event bases with full Git history, retaining existing native gates.
• Classify the helper in the existing report-only writer ledger. It writes
  reviews/structured/, not kb/communities; scientific writers still owe their
  existing curation traces, and the scanner/classification checks are unchanged.

No scientific records, curation/history events, legacy reports or generated Pages
are changed. Review validity is not scientific approval or permission to promote
status. Existing ad hoc reports remain historical, without guessed migration.

Validation

The initial full native CI run passed 3,785 tests and failed only the missing
report-writer classification (87 skips, eight deselections). After that correction,
all ten focused writer-ledger and shared-saver tests passed; Ruff, Black and diff
checks passed. Fresh full PR CI and independent review remain merge requirements.
Earlier native skill, runtime, workflow and history-base checks also passed locally.

Rollout Dependency

Bootstrap phase of CultureBotAI/culturebotai-claw#591. Foundation
CultureBotAI/culturebotai-claw#593 is merged. Existing governance pins remain
unchanged until canonical registration and the coordinated fleet re-pin.
