Advance only scripts/.vendored_canon_ref to published CLAW authority
9adf79fef8176cb65b69f2a4ecae1a218a6d745a, registering the already-adopted
structured record-review artifacts under shared governance.

Native review rubrics, skill routes, scientific records, historical reviews,
status gates, dependencies, and Pages remain unchanged.

Verification

• Canonical artifact equality and all four shared review-contract cases passed.
• The exact diff and preservation evidence received independent review.
• Native repository CI and the normal merge queue remain required; no gate is waived.

Local focused checks (25 tests, no skips) and just lint passed in an explicitly
limited environment omitting numba and llvmlite on Intel macOS. This is not
full-suite or complete-dependency validation; normal full native CI, including
coverage, remains required before merge. No dependency or lockfile files changed.
