chore(bench): add Fly build config for progressive qualification image (#900)

Adds containers/graphforge-progressive-qualification/fly.build.toml so flyctl deploy --build-only --push can build the progressive qualification OCI image from the repository root (matching the fly-filesystem-qualification pattern).

Required for live #900 ladder execution: the progressive qualification Dockerfile expects repo-root build context and a commit-pinned GRAPHFORGE_COMMIT build arg.

Validation

• Static: file mirrors the existing fly-filesystem-qualification build config shape.
• Live remote build started on Fly for commit 66a1f49 (in progress).

Relates to #900 — image build infrastructure only; does not close the ladder issue.

Closing this Fly-only build-config draft because the approved release path runs the G500-derived GraphForge lifecycle natively on OVHC-AGENCY. The previous claim that this config is required for #900 is no longer valid. #900 and #952 retain their generator, correctness, scale, and shared-evidence requirements. The branch is retained for any future optional Fly work.
