Adds MOKLAV Public DNS, a free public resolver operated by MOKLAV GLOBAL GK
(AS154448), a registered telecommunications operator in Tokyo, Japan.
(144.79.161.88 / .89 and 2402:4160:100::53 / ::54), hostname dns.moklav.co.jp,
path /dns-query
plain DNS on port 53, same addresses
The DoH endpoint was tested with GET and POST (RFC 8484) and via curl --doh-url;
DNSSEC validation was verified (bad-signature domains return SERVFAIL).
Stamps were generated with the DNS Stamps specification and cross-checked
against existing entries in this list.
