A voice note is transcribed audio and bills the workspace's hours the same way a recording does, but nothing stopped a workspace that was already over its cap from dictating more. The mic was disabled only by the free tier's 3-turn limit, so the hours gate that locks uploads did not reach it. The mic now reads the same usage_gates the upload surfaces read. At the cap it renders as disabled but stays clickable, and the click opens the upgrade path instead of the microphone. Checked before recording starts, so the host is not told after two minutes of talking. - VoiceInputButton: `locked` renders data-disabled rather than disabled, which keeps the hover and the click a real disabled button swallows, plus a `tooltip` saying why - VoiceCapUpgradeModal: hour-cap copy, since ChatUpgradeModal names a per-chat limit - Translations for nl, de, fr, es. it, uk and cs fall back to English Note this is a UI-level stop. /api/stateless/transcribe is still ungated
