chore: Migrate devextreme-cli tests from Jest to Vitest - #1257

- replace jest and jest-image-snapshot with vitest
- add a local toMatchImageSnapshot matcher on pixelmatch@7/pngjs@7 that keeps jest-image-snapshot's file layout and comparison settings
- move timeouts and serial execution into vitest configs
- run template tests via vitest/node instead of jest.runCLI
- drop the stale jest optional peer of eslint-plugin-jest from the lockfile
