Release 0.12.0: fixes the Pilna cell conflict, furnishes the housing templates, and bumps the version.

  • Cell conflict. Both Pilna examples (village-scene.json, pilna.pzmap.json and the single map in Pilna-B42.zip) move to native cells 150,150. Cells 100–121 belong to Raven Creek in the Workshop. simplepzmap conflicts reports no conflict with the installed game or Workshop maps.
  • Housing templates. The built-in housing templates use TileZed furniture. A new CLI command, simplepzmap housing-templates, regenerates examples/HousingTemplates: template format 8, map format 14, and all 391 tile names found in the game. It keeps IDs and positions.
  • Format checks. The section archive accepts world format 9. The editor raises furnished maps to format 14 and furnished worlds to format 9, and reads template format 8.
  • Version. 0.12.0 in the scripts, CI and README.

Checks: 418/418 .NET and 266/266 Node tests pass. verify-native-map passes on both re-exported archives.

Automatic dressing for fuel stations, parks and the rest is deferred to a later PR.

Cells 100-121 belong to Raven Creek in the Workshop. The single map is
re-exported from its source project (64 cells, 7,345 rooms, no conflict
with the installed game or Workshop maps).

The built-in housing templates use TileZed furniture. simplepzmap
housing-templates regenerates examples/HousingTemplates (template format
8, map format 14, 391 tile names found in the game). World format 9 is
accepted by the section archive; the editor raises maps with furniture
to format 14 and reads template format 8.

Matches WorldProject.Version: a shared building with furniture or a
format 14 section makes the world format 9, never lowering a newer one.
