Summary

• Add a repo-specific CodeRabbit configuration focused on high-signal review findings.
• Keep automatic CodeRabbit reviews disabled by default; reviews should be manually requested unless the repo owner chooses otherwise.
• Scope CodeRabbit knowledge to the local repository and disable cross-repo/MCP context by default.

Validation

• Parsed .coderabbit.yaml with yq.
• Verified this branch changes only .coderabbit.yaml.
• Verified reviews.auto_review.enabled=false, knowledge_base.learnings.scope=local, automatic_repository_linking=false, and mcp.usage=disabled.
• Full project tests were not run because this is a config-only change.
