bigip always at 'initializing' #1702

code merged。will be available in next(recent) releases.
it is included in release v9.9.3 ('Handle bigip status check',) and will also be included in the next 9.8.46 (recent) release. these releases are for different scenarios, pls contact us for details first when you want to use these releases for upgrade. thx
