Retry the PyPI sdist lookup in the release verify job - #59

The wheel install step retries because PyPI can lag a publish, but the sdist step that follows it asked for the per-version JSON page once. That page can still be a 404 behind the CDN for a short while after the wheel installs, so the step failed with curl exit code 22 and had to be rerun by hand. The lookup now retries up to six times, and curl reports the failing URL instead of hiding it.

The release verify job installs the wheel with retries, then rebuilds the sdists with a single lookup of PyPI's per-version JSON page. Right after a publish that page can still be a 404 behind the CDN even though the wheel already installs, so the step fails with curl exit code 22 and the run has to be restarted by hand. This happened on the v1.2.0 release.
The sdist lookup now retries up to six times with a 30-second sleep, the same window as the wheel step, and curl prints the failing URL instead of hiding it.
