Pin macOS to macos-15 so Go 1.22 tests are not aborted by dyld on macOS 26. Install qemu-user-binfmt instead of the qemu-system-ppc64 virtual package.

Pin the Go 1.22 macOS job to macos-15. macos-latest is macOS 26, and its dyld aborts Go 1.22 binaries because they have no LC_UUID load command.
Install qemu-user and qemu-user-binfmt for the ppc64 job. qemu-system-ppc64 is a virtual package on Ubuntu 26.04, so apt cannot install it by that name.
