96ea031 (refs #274) removed the ci-full if: gate from linux-arm, macos-arm, macos-x86 and windows-x86 lint workflows so native Dylint runs on every PR, but test_platform_workflows_have_normalized_tiers still only exempted linux-x86-lint.yml, so it failed on main. The workflows are intended; the test was stale.

Fix: every *-lint.yml platform workflow must have no if: gate and no ci-full/ci-test labels (stricter than before for lint). Non-lint rules unchanged.

Local: tests/unit/test_ci_modes.py 18 passed.
