What
Start the chunked streaming reader with a bounded, incremental parser that finds the COSE envelope before detached ciphertext begins. It validates the completed envelope through the existing decoder.
Verification
The current branch passed 426 package tests, Biome, and TypeScript checks.
Notes
This draft currently contains the envelope parser. Chunk authentication and the
decrypt/decryptWithstream interfaces are still to come.
