Test plumbing for the new paleobathymetry modules #463

Part of #457.

Three gaps, all independent of any particular test:

  • tests-dir/test-cli.sh isn't run by CI. Nothing in .github/ references it, so the CLI subcommands added in Port simple_paleobathymetry (Steps 1-4) and its distance/sediment engine into gplately #449 (four parsers, ~40 flags) have no automated coverage, including the lines that PR added to the script. Either wire it into build_and_test.yml or add argparse-level unit tests (add_parser → parse_args → assert on the namespace), which are fast and offline.
  • pybacktrack isn't in tests-dir/test-env.yml, so the two Step 5 tests skip via importorskip on every CI run. Either add it, or state in the module docstring that Step 5 is untested in CI.
  • The 7 network tests in test_9_paleobathymetry.py aren't gated behind GPLATELY_TEST_LEVEL, unlike the comparable heavy tests in test_4_rasters.py. They currently pull a full Müller 2019 download on all 15 matrix jobs, and they error rather than skip when the network is unavailable.

    • Use PR Port simple_paleobathymetry (Steps 1-4) and its distance/sediment engine into gplately #449 to do this issue.
    • add comments in tests-dir/test-cli.sh to label this test not ready for CI yet and must be run manually for now. And "add argparse-level unit tests (add_parser → parse_args → assert on the namespace)".
    • add pybacktrack in tests-dir/test-env.yml
    • use GPLATELY_TEST_LEVEL to gate test_9_paleobathymetry.py. If testcases requires large volume internet download or take long time to finish, increase their GPLATELY_TEST_LEVEL
